Senator Tom Torlakson, Chair of the Senate Local Government Committee, has released “It’s Time To Draw The Line: A Citizen’s Guide to LAFCOs, California’s Local Agency Formation Commissions.” The new Second Edition of this popular report tells voters, taxpayers, property owners, and residents what they need to know about how Local Agency Formation Commissions shape the boundaries of cities and special districts.
