Committee Issues New Report: Science, Service, and Statutes

 

California’s 46 mosquito abatement districts protect the public health by battling mosquitoes, rodents, and the other vectors that spread human diseases. In 2002, legislators rewrote the state law that governs these local governments. Senate Bill 1588 enacted the new “Mosquito Abatement and Vector Control District Law.”

SB 1588 was the first thorough revision of the districts’ principal act in decades. A 20-member Working Group carefully drafted the new Law to spell out the districts’ policies, powers, procedures, and oversight duties.

Science, Service, and Statutes documents the Working Group’s efforts and SB 1588’s legislative history. The Committee’s 121-page report reprints the actual text and provides authoritative commentary on each statutory section. Detailed “source” and “disposition” tables tell reviewers where the new Law’s language came from and where substance of the old statute went.
