Joint powers is the term that describes how governments agree to combine their powers and resources to work on common problems. Joint powers agreements often create joint powers agencies, but sometimes the public does not understand JPAs.

This new citizen’s guide explains JPAs, outlines their advantages and disadvantages, and describes how public officials can use this special government arrangement to deliver better services and facilities.
